I am not starting or stopping anything, I could be playing a card game and the clock will just continually change. Is there a fix for this?

right click the clock and pick adjust date/time from the dropdown.

Are you sure it's not for daylights saving time?
its probabaly off an hour because you need to update your OS with the latest daylight saving hotfix from microsoft.

Okay follow these steps, hope they may solve your queries.
1. Double click on the time from your Taskbar.
2. Click on the Time zone and select your country or the proper GMT or your Country.
3. Click on the Internet Time and Tick on for "Automatic Synchronize with an Internet Time Server"
4. In the server box type "time.windows.com"
