Newspaper template?

I have to make a newspaper for a project that is due in a few days.

The newspaper needs to look like a real newspaper set up with the index,headline, and masthead and banner.

My teacher said to use microsoft publisher or some other program for formatting a newspaper, but I don't know how to get those, or what other newspaper templates there are!

well in order to design a professional newspaper you need to have adobe in design, or illustrator, even photoshop can do.
